In Brunei Darussalam, as the approach to implementation of the provisions in the strategy comes from different responsible ministries and agencies, these responsible agencies and ministries may have allocated funds within their respective budget to execute the provisions pertaining to them. For example, allocated budget to implement National Youth Policy and Strategy would be under the purview of Ministry of Culture, Youth and Sports. Under the Manpower Planning and Employment Council, funds have been allocated through the Human Resource Development Fund to further invest in the development of its human capital in order to: (i) create and continuously widen talent pool of competent workforce, and (ii) provide opportunities for the local labour force to stay relevant and competitive in the ever-changing world as well as develop future-ready capabilities.Youth in the national development / employment strategy

Manpower Planning and Employment Council (MPEC) - Objective of the council is to address unemployment related issues, effectively and efficiently and the vision is to ensure effective manpower planning with alignment to employability and employment. 3. The National Youth Development Index is incorporated within the National Youth Survey which is not just to formulate the National Youth Policy but also laying down the framework for the strategic plan of a youth policy. One of the initiatives listed in the policy was the need to plan for future jobs as well as identify the skills needed to reduce unemployment and underemployment. Current score on Youth Employment and Opportunity domain is 65%(good) and expected to be increase to 75% (Very Good) in the upcoming YDI Review in 2024. The Youth Development Index continues to be one of the measurement of success of the various youth programmes. The current Brunei Darussalam Youth Development Index 2018 overall scored 65% (good). The National Youth Development Index measures the youth development in 8 domains: Self Development, Health, Employment and Opportunity, Leisure Activities, Self-Potential, Community Integration, Social Issues and Political Integration. power Industry Steering Committee (MISC), an establishment under the MPEC, supports the MPEC's vision in ensuring effective manpower planning aligned to employability and employment, by focusing on gainful and sustainable jobs towards reducing unemployment in Brunei Darussalam. The committee acts as a platform and steering body to enable tripartite collaboration between industry players, regulators and education/training institutions towards aligning the industry needs (job demands, qualifications, experience and skills) with the right manpower supply, at the right time.
